Biographies

Fernando E. Fagundo, PhD PE is a consulting structural and forensic engineer with expertise in design, construction, evaluation, and supervision of structural engineering systems. For over 35 years, he has dedicated himself to the practice of engineering.

Dr. Fagundo is a former Secretary of the Puerto Rico Department of Transportation and Public Works, as well as former Executive Director of the Puerto Rico Highway and Transportation Authority. He has presided over or participated as part of the Board of Directors for Special Communities, Urban Development, PR Electric Power Authority, PR Aqueducts & Sewer Authority, PR Port Authority, PR Olympic Trust, the Infrastructure Committee of CACSO (governing entity of the Central American and Caribbean Games), Desarrollos Universitarios and the PR Conservatory of Music.

He has been a member of the Faculty of the University of Florida and at this time is Professor Emeritus in the Department of Civil Engineering. He has also held faculty positions at the University of Puerto Rico at Mayagüez. Prior to entering professional practice, he was a Commissioned Officer in the United States Air Force.

Dr. Fagundo holds a B.S.C.E. and an M.S.C.E. from the University of Puerto Rico at Mayagüez and a Ph.D. in Structural Engineering from Cornell University in Ithaca, New York. A registered professional engineer in Puerto Rico and Florida, he is a member of the College of Engineers and Surveyors of Puerto Rico, ASCE, PCI, and a Fellow of the American Concrete Institute.

Iris Fagundo is a professional with more than 10 years of experience in the areas of administration and project management. She works with investors and executives in the area of strategic planning in order to ensure the clear definition, compliance and execution of organizational goals.

Ms. Fagundo specializes in the management of multi-disciplinary large-scale projects, which combine her experience in the areas of start-up, strategic planning, risk management, marketing, fundraising and corporate responsibility. She has experience working in various industries/sectors including government, energy, development/construction, sugar industry, environmental, transportation, pharmaceutical, education and the arts, among others.

Ms. Cole is co-founder of SEquilibre, Inc., a consulting firm based out of Puerto Rico and the Dominican Republic focused on Sustainable Enterprise. The company assists its clients in understanding how social and environmental risks and responsibility factors into the bottom-line of their business. In her previous role as the Executive Director of Character Council of Cincinnati ¬– an organization that promoted Corporate Social Responsibility in businesses and character education in schools, faith organizations and through the media – Ms. Fagundo consulted, developed materials and training programs, and helped organizations define core values, implement human resource systems and processes, and position themselves with a competitive advantage through a systematic focus on ethics and responsibility.

CarIos G. Nazario Fagundo has over fifteen years experience in profit and not-for-profit accounting. He worked for two years in the Internal Revenue Department of Puerto Rico (Departamento de Hacienda), six years in a local accounting firm (Rodriguez, Rivera & Toro, LLP), and since then as an independent business consultant.

His areas of expertise include tax-planning, negotiation of complex tax issues, request of tax-exempt incentives, and business consulting for a broad variety of individuals and corporations, as well as special partnerships.

Mr. Nazario has served clients in the hospitality, construction, oil and gas industries, as well as in the areas of real estate development, agriculture, retail, telecommunications, auto dealerships, wholesale, and manufacturing industries. He has served as an instructor for tax seminars sponsored by the Internal Revenue Service (IRS) and until the year 2005 served as a volunteer income tax assistant (VITA) for the IRS.

Carlos Nazario has a Master’s Degree (Cum Laude) in Business Administration with a Major in Accounting from the Interamerican University of Puerto Rico and a Bachelor’s Degree (Cum Laude) in Business Administration with a Major in Accounting from the University of Puerto Rico, Mayagüez Campus.
